I represent clients before the Maryland General Assembly and State agencies. My clients are a diverse group of national and local businesses as well as trade associations doing business in Maryland.  They include insurance, energy, cannabis, surety, reinsurance, and related companies.  Their interests range from regulatory initiatives that affect the way they do business in Maryland, taxation, corporate operational requirements (e.g., minimum wage, paid-leave employees), and civil liability reform.  In addition to representing these companies before the legislative and regulatory bodies in the State, I also provide advice and guidance on a collaborative basis with my clients to effect their Maryland goals and objectives.

My 40-year legal career started as Counsel for the Maryland Casualty Company.  I then served as an Assistant Attorney General of the State of Maryland and Principal Counsel to the Maryland Automobile Insurance Fund, the State’s automobile insurer of last resort.  A 17-year career with the United States Fidelity and Guaranty Company as Vice President of Government Affairs followed, before I entered the private sector in 2002.  I was a Partner at Funk and Bolton PA, a Principal with Popham and Andryszak, and now am Principal and Owner of my own Firm.

My practice focuses on representing and advising businesses that do business in Maryland.  My experience working as a corporate attorney and advocate for major corporations, and as Counsel to a State Agency, provides me with a unique perspective for understanding and appreciating the needs and goals of my clients as regulated entities doing business in Maryland.

I also represent a residential treatment facility in Annapolis, on a pro bono basis, for men recovering from alcohol and drug addiction.
